Peer comment(s):

agree Peter Hladky : Yes, you are right. Maybe also General Design Engineer

might be, I based it on the common title chief architect
disagree Pavel Blann : This engineer leads the whole PROJECT. Pls. see www.archdesign.cz/prace.php?IDPrace=14 e.g. // You expressed it yourself: HIP is responsible for the "PROJEKT". Sorry but that's a PROJECT in English. Obviously you're not from a family of translators. ;)

agree vic voskuil : I´d go for Head instead of main, but same thing

thanks for another suggestion
disagree Sarka Rubkova : Projekt v češtině není project v angličtině. Každé znamená něco jiného

agree Pavel Blann : But I would use "Principal" instead of "Main"

Chief Project Engineer

I think that Chief Project Engineer or simply Chief Enginer is better. Maybe Head Project Engineer is also applicable.
Note from asker:
thank you Peter
Peer comment(s):

disagree Sarka Rubkova : See above.
