No secondary sanctions
EU extended its global reach inasmuch as it now sports provisions where it applies ownership rules to foreign entities anywhere.
While this is not labeled being extraterritorial, it is a first stretch of the territorially nexus, that is bringing the EU closer to US´ conduct.

Possible Nexus for Kazakhstan businesses
Regulated in: 269/2014: Art. 17 and 833/2014: Art. 13:
(a) within the territory of the Union;
(b) on board any aircraft or any vessel under the jurisdiction of a Member State;
(c) to any person inside or outside the territory of the Union who is a national of a Member State;
(d) to any legal person, entity or body, inside or outside the territory of the Union, which is incorporated or constituted under the law of a Member State;
(e) to any legal person, entity or body in respect of any business done in whole or in part within the Union.
