gracias, gràcies and thanks strictly in alaphabetical order, Andy. Yes, I too, thought to serve + 'personal vs. substituted or alternative-means' service would have been an obvious Transatlantic choice.

"Gobbledook is pretentious or unintelligible jargon, such as that used by officials."
One word which is not used normally, but by officials is 'designate' which means 'to specify, to point out, to name, to assign with a character, to select or set aside for a duty, office or purpose.
The notification is sent to an accused person, who is an unusual character, by the nature of being accused (most normal people are not accused and are not usually characters). The type of language used is official. It's an instruction which states that the accused person must be notified.
"Si el Federal Fiscal no admite a trámite el asunto, lo notifica al Ministro de la Justicia, señalando entre los puntos anteriores de la decisión."
"Where the Federal Prosecutor decides to take no action on a matter he informs the Minister of Justice of that decision."
