Lands that are used to establish a CEFC include both the land area that was harvested and converted to non-forest land, CEF-hc and the previously non-forest land on which the equivalent plantation was newly established, CEF-ne and both of these are reported in FM, (see Section 2.7.7 for additional requirements).
