Spanish to English Law/Patents Law: Contract(s) Bid Specifications for a Public Call for Tenders

I’m translating the Bid Specifications for a Public Call for Tenders from El Salvador. This section is talking about the Contractor’s Rights.

I’m a bit thrown by this term, as it’s vague, to say the least. The only thing I can imagine it meaning is, perhaps, communications services, as in leasing DSL lines from the ISPs there... but Google isn’t really confirming that for me.

The only other thing I can think of is signage services, as in office signs (no entry, reception, toilets, etc), but am really not too sure about that one.

CONTEXT:

“4. El concesionario podrá subcontratar únicamente las prestaciones accesorias o complementarias de la prestación del servicio descrito en su oferta, previa autorización por escrito del XXXX.

Se entenderá por prestaciones accesorias o complementarías, aquellas que tienen por objeto asegurar el cumplimiento de las obligaciones principales del contrato, de manera que estas no puedan realizarse sin ellas, tales como: subcontrataciones de instalaciones o locales para el funcionamiento de los centro de servicio, mantenimiento de software y hardware, seguridad o vigilancia física y electrónica, servicios de limpieza de instalaciones, mantenimiento de locales o centros de servicios, servicios de señal, entre otros.”
