"On observe également que les régimes légaux de sécurité sociale sont définis, sous l’angle de l’article 141 du traité CE, par défaut : ils recouvrent les régimes qui ne versent pas des rémunérations au sens des critères de la Cour. Priorité est donc donnée à la « sécurité sociale professionnelle », quitte à la faire sortir de son lit."
To me, the author seems to be saying that occupational social security schemes are given priority in the legislation, 'even if this means taking them out of their context', in the sense that an occupational scheme wouldn't normally count as 'social security' in the same way that a statutory scheme would. If I'm right, I'm still struggling with a neat way to translate it...

I quite agree with polyglot's reading in the sense that 'lit' could refer to a figurative watercourse, but I'm not too sure 'coverage' is not too categorical. Hope it helps, tho'
