Spanish to English Law/Patents
Document on meat inspection.
Refers to "reglamento" No. X dated YYY, which has at least 200 articles. A single document with many provisions. In such cases I usually translate it in plural, but "Regulations No. 1234" sounds awkward. Term appears dozens of times in the document.

Regulation No. 1234

Generically I would always use Regulations, but in this case I would not use the plural.
There are many hits in Yahoo that suppport this opinion.

Plural

Although it is singular in Spanish, we make it plural in English. West Law.

In this case, I would either choose Regulation (singluar) or Code. I think this is an exception to the rule.

singular [and plural]

Reglamento when referring to the entire set is plural - Reglamento sobre Sanidad - Health RegulationS

however, when referring to a specific regulation within the set - RegulatioN No. xxxx of the Health Regulations - it is singular.

So in your case it is singular.
