I am pretty sure that this is a misprint for "blue paper", a specific type of paper as described in the following references. The few references to "blew paper" in Google all appeared to be misprints.

: Not necessarily a misprint. The Old English word is blaewen, and the spelling 'blew' was fairly common.Marlow and Newton spelt blue as 'blew'. The question may be related to an old document. :-)

Thank you. In Marlowe's time there were no consistent rules on spelling.
