Attorney for the Government

"Attorney for the Government assigned to the Ministry of Public Works" (or) "Government Attorney's Office at the Ministry of Public Works"

In Spain, "abogados del estado" represent the interests of the government and the "administración pública." Here is a definition from the "Diccionario Jurídico Aranzadi":

Abogado del Estado: Es un funcionario público, licenciado en Derecho, cuya función principal radica en el asesoramiento jurídico al Estado y, especialmente, en su representación y defensa ante los Tribunales de Justicia. De ahí que en los Ministerios y ante los diversos Tribunales exista una unidadad de Abogacía del Estado para cumplir dichas misiones. Sus funciones quedan ahora reguladas en la Ley 52/1997, de 27 de noviembre, de Asistencia Jurídica al Estado e Instituciones Públicas. V. Ley Orgánica del Poder Judicial, Art. 551.
